The Current Focus on Acquisition Management.

Abstract

The goals of this study were: To determine the degree of change in defense acquisition management since publication of DODD 5000.1; To determine the results of recent actions aimed at improving the acquisition process throughout the U.S. Government; and To determine the impacts of the various perspectives held by top level management on the Program Managers. The author concludes that due to management layering between the Program Manager and the Deputy Secretary of Defense, the timely, accurate and sometimes detailed data required at the top levels of OSD is not forthcoming and thus direct communication is necessary until the situation is remedied. He suggests that the Program Manager keep current on the various views regarding his program throughout the Washington area and that he not try to satisfy everyone in Washington at the expense of program progress.
