How Should Testing be Managed Within the Department of Defense.

Abstract

The purpose of this study was to broaden the perspective of test and evaluation management by forcing examination of high-level management philosophy. The author contrasts currently available studies, directives, and Congressional opinion with interviews of both policy makers and test personnel. The conclusions drawn suggest that change in current test management is indicated but will probably not take place, unless forced from outside the Department.
