Preparation and Review of DD Form 1391
Abstract
The Military Construction Project Data Sheet (DD Form 1391) is used to state requirements and justifications in support of funding requests for military construction projects. It is submitted for all projects requiring OSD approval, including major and minor new construction and certain projects involving Operations and Maintenance, restoration of damaged facilities, and nonappropriated fund construction. The purpose of this report is to formulate recommendations for computer-assisted processing of DD Form 1391 and to facilitate development of the recommended procedures. Preparation of the form by Army installations and its review by the Office of the Chief of Engineers (OCE) are described. The report also identifies the regulations, criteria, and data sources on which this process is based.
