Reliability and Maintainability vs. Fleet Readiness

Abstract

The report reviews the conditions and causes which led to a restatement of Navy reliability and maintainability goals by the Chief of Naval Material in December of 1973. The results of the Wheeler Ad Hoc Committee for Mean Time Between Failure Improvement are summarized. Specific examples of equipments and management practices leading to undesirable reliability and maintainability are then presented. The study then traces the development of the NAVMAT Reliability and Maintainability Directorate. After identifying new policies initiated by the directorate, an evaluation of current Navy R and M policy and programs is developed.
