The Flow of Army Research, Development, Test and Evaluation Funds.

Abstract

The study identifies events and documents that impact significantly on the Project Manager's efforts to place his funding requirements into the President's Budget. Since most major Army programs are being developed under the U.S. Army Materiel Command (AMC) it was decided to show the interfaces between the project office, AMC, Department of the Army and higher levels. A review of regulations and interviews with persons involved in this process provided the foundation for the study. It was concluded that the justification, distribution and control of Army RDT and E funds is a dynamic process and requires persons to make their best possible estimates of future requirements and to execute their responsibilities within available funding and program limitations.
