Design to Cost Policy Versus Implementation.

Abstract

This report chronologically reviews the literature and proponent statements regarding Design to Cost (DTC) since issuance of DODD 5000.1 in July 1971. The report concludes that a basic conflict exists between DODD 5000.1 and current implementation practices. Problem area resulting from this conflict which are identified and discussed are: Softness of the 'Illities' Area; Initial Cost Estimates of DTC Goals, and; The Impact Upon DTC Goals Resulting From the Contractual Gap Between Full Scale Development and Production. Concepts also discussed from a philosophical point of view are: Results of Design Simplicity; Commercial Practices, and; Design Tradeoffs versus Design Innovation. (Author)
