The Possibility of and Constraints on Soviet Power Penetration of South Asia.

Abstract

The issue is whether the USSR is establishing hegemony over India; a condition which India will not be able to voluntarily terminate. Considered is the effect other countries of South Asia can have on India's course, and the present extent of US influence and interest in the area. The possibilities open to, and the constraints on, the Soviet's ability to expand their influence in South Asia are examined. Concentration is on Soviet influence since the signing of the 1971 Indo-Soviet Treaty of Peace, Friendship and Cooperation. India's relations with the United States and the People's republic of China are used as a criterion of Indo-Soviet relations at any given moment. India, the dominant power of South Asia, seems headed on a course which could lead, although not inevitably, to eventual Soviet domination. (Author)
