Shipboard Intermediate Range Combat System's (SIRCS) Implementation of COGP Recommendations.

Abstract

The purpose of the report is to determine if the Shipboard Intermediate Range Combat Systems (SIRCS) is in consonance with the Commission of Government Procurement (COGP) Recommendations on Major System Acquisition. The COGP was chartered by Congress to determine what must be done to cure the numerous ills associated with the Federal Procurement Programs. The COGP presented their recommendations to Congress in December 1972. The newly established SIRCS Program was directed by the Secretary of the Navy to be the Navy's pilot program to implement the COGP Recommendations. The report is an in-depth study of both the COGP Recommendations on Major System Acquisition (12 Recommendations) and the SIRCS Program, its Background and Acquisition Strategy. The conclusion of the report is that the SIRCS Program is in consonance with the COGP Recommendations with two exceptions which are under the purview of Congress and the Secretary of Defense to implement.
