C/SCSC Implementation - Lessons Learned.

Abstract

In the last eight years much time, energy, and money have been spent implementing the Cost/Schedule Control Systems Criteria (C/SCSC) on defense contractors and government facilities. Specifically, as of this date, there have been over 125 acceptable applications of C/SCSC by all three services on defense contractors and by the Army on some of its in-house labs and arsenals and Government-Owned Contractor Operated (GOCO) Ammunition Plants. Considerable experience has been accumulated and much has been learned during these last eight years. The purpose of this teaching paper was to fully document and synthesize all the relevant lessons learned from the comprehensive applications of C/SCSC. The paper specifically and separately addresses the implementation experiences with defense contractors, with inhouse labs/arsenals and with the Army's Ammunition Plants.
