The Future of U. S. Military Commitments to Japan and Korea.

Abstract

The memorandum reviews the present US military commitments in Japan and Korea in the light of past US policy in Asia and current national interests and policy. Based in interviews with a wide variety of Japanese sources in the United States and Japan, it concludes that there is a strong consensus in Japan about the importance of the US military presence in Korea. In regard to Japan itself, it is proposed that the present period of quiescence in regard to the US base issue be used to arrange for a gradual transfer of the bases to the armed forces in a way that does not disturb the vital US Japan security relationship.
