TCA/ERS Stage III Costs Study,

Abstract

Terminal Control Areas (TCAs) and Expanded Radar Services (ERS), Stage III, should be very effective in reducing midair collision risks in the busier terminal areas, by converting VFR flights unknown to ATC into known participants in the traffic control process. The report examines the extent to which VFR flights have participated and finds an average of 28%. The costs of providing these services are shown to be predominately labor costs (pro-rated investment costs are estimated to be less than one-half of one year's pro-rated labor costs).
