NATO Phase III Communications Satellite Systems Effectiveness Program.
Abstract
The systems effectiveness program for the NATO Phase 3 Communications Satellite Program is discussed, with emphasis on the product assurance requirements. The spacecraft is a spin-stabilized state-of-the-art geosynchronous design. The communications subsystem operates in the 7-8 gHz band. The integration into the space program of product assurance requirements (reliability; parts, materials, and processes; and quality assurance) brought problems as well as achievements, and these are detailed. The NATO 3 product assurance activities are presented in the context of the evolving U. S. Air Force plans and procedures used in U. S. space procurements. Also related in the paper is the ability of prime contractors to implement increasingly rigid standards and the difficulties they encounter; included is a discussion on the effectiveness of known techniques. The formulation of the Request for Proposal, proposal evaluation, technical criteria, and contractor and procurement agency negotiations are discussed. Techniques of implementation and the effects of the system effectiveness program during the manufacturing and test phases, as well as the lessons learned, are described. (Author)
