Purchase Communications: A Study of the Request for Proposals (RFP).

Abstract

The Request for Proposal is one of the key instruments of communication between the procurement officer and the potential seller of products or services. The potential seller must clearly understand the contents of the Request for Proposal in order to properly respond to the Air Force requirements. Because the Request for Proposal is such an important link in the communication process all parties involved in procurement would benefit substantially from a better understanding of how to use the Request for Proposal as a communication instrument. This report reviews the literature pertaining to the Request for Proposal and then presents the findings of a study designed to solicit some opinions about the Request for Proposal from contract administration officers of the one hundred largest defense contractors for the year 1974.
