The Adequacy of Performance Information Provided to Department of Defense Managers in the Reports Required by the Selected Acquisitions Information and Management System.

Abstract

The Department of Defense (DOD) has developed the Selected Acquisitions Information and Management System (SAIMS) to aid DOD managers' evaluations of a contractor's cost, schedule, and technical performance on major weapon system contracts. As a part of this system, the Cost/Schedule Control Systems Criteria (C/SCSC) are applied to the contractor's management control system to provide access to needed information. The information is provided to the DOD manager in the form of SAIMS-required reports. The objective of this study was to determine if the application of C/SCSC and the associated SAIMS-required reports insured that DOD managers were provided with useable performance information. It was found that the SAIMS-required reports were capable of satisfying the performance information needs of DOD managers at the Systems Program Office levels and lower. However, at management levels above the Systems Program Office, other reports were required to provide the desired performance information.
