Foreign Military Sales: A Study of the Preparation of the United States Department of Defense Offer and Acceptance (DD Form 1513) for a USAF Major Weapon System Package Sale.

Abstract

The instrument which defines the terms and conditions for the sale of U.S. military goods and services to a foreign customer is the U.S. Department of Defense Offer and Acceptance. This thesis examines procedures for preparing the Offer and Acceptance for a USAF major weapon system package sale to insure that this document does represent a complete and accurate contract, satisfactory to the customer, the contractor, and the U.S. Government. Conclusions from this research indicate that despite considerable improvement in the management of USAF Foreign Military Sales (FMS) in recent years, more emphasis is still required on the initial planning for major FMS programs.
