A Hierarchy of Criteria for use by Commanders Concerned with Joint use of Military Recreational Facilities.

Abstract

Air Force directives are very specific in stating a utilization precedence for military recreational facilities. Air Force regulation 215-1 lists the participation priority as: active duty military and dependents; retired military and dependents; Reserve, National Guard and dependents; DOD civilians and dependents; and others; however, for requests from non-DOD civilians, the regulation merely states that the installation commander is the approval or disapproval authority. Unfortunately, there is no Air Force directive to guide the commander's action; i.e. there are no criteria on which to base his decision. This research has identified several elements that should be considered by commanders. Additionally, an order of consideration is proposed. A questionnaire which surveyed commanders of major Air Force installation in the United States was the research instrument used. By use of a matched pair comparison and other descriptive statistical techniques, the criteria were arranged in a hierarchy for commanders to use when making decisions of whether or not to allow non-DOD civilians the use of military recreational facilities.
