Fleet Commanders: Afloat or Ashore,

Abstract

A major fleet exercise in 1970 commanded by Admiral Peet and subsequently evaluated by Dr. Melich left both men with a lot of questions. The principal one, still officially unresolved, is whether a fleet commander needs to be, or even can afford to be, on the bridge of a flagship in view of modern sensor and communications capabilities.
