Abstract
This paper presents the final report of the discussion at the second SRI/SSC-IMEMO/IUSAC Joint Symposium on U.S. /USSR Strategic and Economic Issues held in Moscow on 24-27 September 1974. The first two sections cover the background and objectives of the symposium and the ground rules for dialogue that were established. A summary of discussion is then presented followed by a description of agreements reached on the continuation of the dialogue to include joint research projects and symposia. Appendices enumerate the participants in and agenda of the symposium, research concepts stemming from the discussion, trip reports of the participants and other material related to the second symposium and the planning of the third symposium. This report is intended as a factual record of the Strategic Studies Center's participation in the dialogue, and no attempt is made here at a thorough analysis of the issues under consideration. A more extensive analysis of Soviet research institutes has been published, as 'The Role of Social Science Research Institutes in the Formulation and Execution of Soviet Foreign Policy', SSC-TN-2625-17, dated March 1976.
