Abstract

This report consists of input papers prepared to further analysis involved in one element of a research program for the Advanced Research Projects Agency concerned with the development of RDT and E planning and strategy parameters. These papers include discussions of defense planning guidelines as well as a description of the formal RDT and E system and an analysis of defense RDT and E policies, objectives, and constraining factors.
