Defense RDT and E Planning and Strategy Parameters: Methodological Considerations

Abstract

This report reviews the recent changes in the global political, economic, and military environment to determine where modifications are warranted in the defense RDT and E planning process to incorporate reformulated national security goals. The report examines the relationship between such parameters as defense goals and guidelines, assessments, and objectives and introduces a methodology with which to improve the RDT and E planning process.
