Contradictions of Detente: False Dilemmas and Real Problems,

Abstract

Europe wants neither a pax Sovietica nor a pax Americana any more than she would submit to a joint Soviet-American rule. She refuses to let herself get locked into dilemmas, several examples of which the author cites, and which fall into the alternatives, using American political jargon: linkage or decoupling. To combine the problems or separate them. She would like to avoid these false dilemmas and real problems through an attitude of cooperation which does not exclude firmness and rejects the transformation of former antagonists into accomplices and allies into antagonists.
