A Parametric Costing Model for Flight Simulator Acquisition.
Abstract
The acquisition of flight simulators has been plagued by cost growth difficulties arising from poor initial cost estimates. A parametric costing model for simulator acquisition was perceived as a tool which could provide required cost estimates early in the acquisition process. This research effort utilized multiple regression analysis to formulate a parametric costing model or cost estimating relationship (CER) for specific application to flight simulator acquisition. A significant relationship was found to exist between cost and several system characteristics. This relationship was validated through various statistical tests and enabled model formulation. The research indicated that continuing collection and utilization of CER data would provide for further refinement of the parametric costing model.
