A Model for Measuring Effectiveness in a Security Organization.

Abstract

This study effort validates the appropriateness of employing the Delphi technique to establish measures of effectiveness for support type functions. The reason some processes are unmeasurable and the difficulties of measuring outputs are discussed. A model is developed for determining the effectiveness of a security organization and a step-by-step procedure is provided for instituting an effectiveness evaluation. The preparation of a Delphi questionnaire for establishing goals and for weighting the goals is presented, from which a panel of security experts in an iterative process assigns values to each goal to provide a medium for measuring effectiveness.
