An Investigation of the Environmental Administration Policies, Practices, and Organizations of the Three Services.

Abstract

The overall objective of this report is to compare and contrast the major policies, practices, and organizational structures of the three services in the area of environmental protection. The structure, procedures, and decision levels of each service have been compared from the viewpoint of identified responsibilities and authority for: policy making, accomplishment of Environmental Impact Assessments, accomplishment of Environmental Impact Statements, and final review and approval of any action that affects the environment. This comparison highlighted the areas where duplication of effort exists and determined whether or not all activities are in compliance with the NEPA objectives in accomplishing environmentally related endeavors.
