A Proposed R and D Management Model,

Abstract

This report describes a proposal that would account for the resources used to perform basic research and exploratory development within the Department of Defense. It describes a means by which research and development managers can determine the output being derived from the resources expended. The proposed system could be implemented with minor changes to existing regulatory reporting requirements. No new DOD reporting forms would be required for the proposed system. (Author)
