A Survey of Industrial Research and Development Budgeting, Effort Selection and Evaluation.

Abstract

A study was made of procedures used by industry for allocating research and development investments. Areas of inquiry included levels and trends of R and D effort criteria upon which to base budget decisions, personnel selection criteria, apportionment between basic and applied research and development, lead time to results, extension funding criteria, and worth evaluation. Results show a wide range of criteria in use, with principal differences between industries and between companies of different sizes. Recommendations are made for use of the study results, and for further study and eventual development of a comprehensive decision model. (Author)
