Analysis of Proposed Initial Stocking Policies,

Abstract

DODI 4140.42 establishes policy for the determination of initial requirements for secondary item spare and repair parts. DODI 4140.42 also authorizes alternative models whose objective is to minimize time-weighted requisitions short. The Variable Threshold Rule, an alternative initial stockage model developed for the Navy, has been approved as an acceptable substitute for the DOD model. This study compares the performance of the current UICP risk model (which meets the alternative model criteria) with the Variable Threshold Rule, the DODI rules, and the current stocking criteria. The study shows that the Variable Threshold and the UICP policies are both more cost-effective than the DOD model, but the Variable Threshold is more flexible and easier to implement. (Author)
