Management by Objectives in a Navy R and D Laboratory.

Abstract

The report summarizes theoretical assumptions of management by objectives; it reviews literature on use of MBO in private and public sectors; and it uses empirical data collected by survey of MBO applications at the Dahlgren Laboratory of the Naval Surface Weapons Center as a means of identifying strengths and weaknesses of this approach. Empirical data are used for extrapolation of methods which further research may prove can set more precise milestones; empirical data are also used to construct a model organization for doing MBO in a Navy Research and Development Lab.
