Proposed Measure of Effectiveness for Human Resource Availability Periods and Their Impact upon Unit Operational Readiness.

Abstract

This study proposes a methodology with which the effectiveness of the Human Resource Availability(HRAV) process can be assessed. The study further proposes a methodology with which to determine the impact of the HRAV on improved unit performance and operational capability. Use of the methodology is anticipated to aid system managers at all levels to evaluate the product as well as to aid future policy and resource allocation decisions for the Human Resource Management Support System.
