An Analysis of the Effectiveness of First Article Testing and Approval Requirements

Abstract

First Article Test and Approval Requirements minimize risk to the Government and contractor by insuring that a contractor can furnish a product which is satisfactory for its intended use prior to making a decision to enter into full production. These benefits must be equated against the increased costs and delay in delivery schedules associated with First Article requirements. The objectives of this study are to: Evaluate the impact of First Article Requirements on procurement delivery, costs and quality and; identify alternative methods that will reduce costs and improve delivery schedules while maintaining adequate product quality within acceptable risks.
