Regulatory Effectiveness Methodology. Phase I Research.

Abstract

Regulatory effectiveness methodologies are discussed in the context of recreational boating safety. Guidelines for developing data base models are given. Methods for predicting the expected benefits of a regulation are presented. Included are methods for handling unequally weighted probabilities (multi-state benefit analysis) and new methods of adjusting benefit computations to account for unreported accidents and victims. Forecasting problems are discussed. New techniques for assessing (tracking) post-regulation benefits are presented. (Author)
