Single Manage Assignment for Conventional Ammunition - The Evolutionary Issues.

Abstract

This report presents a summary of the evolution of the Single Manager Concept; starting with a Government Accounting Office report that cites inefficiencies in procurement of conventional ammunition. This report traces a DOD study that resulted in the Joint Conventional Ammunition Production Group, the initiation of the draft DOD Directive and the associated Implementation Plan. The tri-service issues dealing with the utility of the Single Manager comcept, the personnel required, the limits of the Single Manager authority/responsibility and the implementation schedule are presented. The report concludes with the Secretary of Defense Memorandum (September 1976) that implements the Single Manager Concept. (Author)
