Abstract

This volume contains the findings of the management phase of the EMMA study and is presented in two parts (Part 1 and Part 2). The objectives of the management phase were to evaluate and recommend modification to the organizational entity and financial mechanisms required to manage, administer, control, fund and operate the recommended system.
