Quality Improvement System for Procurement Instruments.

Abstract

The Quality Improvement System for Procurement Instruments (QISPI) as presented in this report has considerable potential as a tool for procurement managers to control the quality of their instruments. Document quality measurement and control begins with a quality indicator (QI) calculation based upon the number and type of instrument deficiencies per page. Standard control charts are used to determine document acceptability and track quality levels at the commodity commands. The QI values from each command are adjusted at the HQ DARCOM level to reflect review board proficiency and sampling percentages which results in the final performance indicator (PI) calculation for all of DARCOM. System test results from tests conducted at selected major procurement activities of DARCOM will be carefully evaluated during and after the test to confirm the appropriateness and utility of the system and to make any necessary improvements. Recommendations regarding QISPI implementation are postponed until the tests are completed. (Author)
