Why it's Difficult to Change Regulation.

Abstract

So far as economists are concerned, desirable changes in regulation are mostly negative; they would like to do away with it. Rather than going through the familiar arguments about why regulation should be changed the author focuses on the factors that prevent changes in regulation from being made. There are three--law, morality, and a desire for order.
