Contract Administration - GOCO Facility.

Abstract

The purpose of this paper is to describe and discuss the administration of contracts for the Army's complex of government owned contractor operated (GOCO) ammunition plants. The scope is limited to the basic roles, relationships and organizations of the various government agencies involved with this effort, with particular emphasis on the Plant Commander - contractor relationship.
