Testing an Iterative, Open Process for Water Resources Planning.

Abstract

The report describes the field test and evaluation of an iterative, open planning process (IOPP) in which traditional planning activities (e.g., formulation of alternatives, impact assessment) are carried out concurrently, although with different degrees of emphasis over time. The process is opened to all affected interests by actively identifying and involving them at many stages of planning.
