Officer Effectiveness Report Development - 1971 through 1972

Abstract

This report presents the philosophical basis of the officer evaluation system developed during the period 1971 through 1972. The field test of the system proved its administrative feasibility, demonstrated its ability to differentiate between officers, and indicated that it would be acceptable to most raters and ratees.
