Abstract
The author says and means that use of the seas is increasingly important to the Soviets. They have acquired a modern and powerful navy, use it for diplomatic purposes in peacetime, and have assigned it important missions for wartime. Soviet planning for naval combat emphasizes quick, powerful, decisive operations as soon as war breaks out. The Soviet navy poses far more serious problems for Western naval planners today than a decade ago.
