Estimation of UG3RD Costs.

Abstract

The study estimates the additional costs that would be incurred by both the FAA and airport and airway users as a result of implementation of the Upgraded Third Generation Air Traffic Control System (UG3RD). Annual cost estimates are provided for engineering and development, facility and equipment expenditures, and maintenance expenses for the period 1976 through 2000. Separate cost detail is provided for the Discrete Address Beacon System, Intermittent Position Control, Control Automation, and the Wake Vortex Avoidance System. These components, in various combinations, have been evaluated as part of a cost-benefit analysis of the UG3RD system. In addition, certain unit costs were extimated for use in valuing potential UG3RD benefits. These costs consisted of the value of passenger time, aircraft operating costs, and the costs of aviation accidents and fatalities. (Author)
