The U.S. Army in the 1970s: Developments in Training and Manpower Technologies.
Abstract
The Army has instituted a performance-based instructional program that employs criterion-referenced testing for evaluation, i.e., evaluation with reference to a firm performance standard, or criterion, rather than relative to the performance of peers. Specific behavioral objectives, with standards and conditions, have been delineated and serve as the basis for both instruction and evaluation. Training is organized on the basis of six principles: Active Skill Practice, Absolute Criterion, Functional Context, Individualization, Feedback, and Quality Control.
