Evaluation of Navy Human Relations Training for Civilian and Military Supervisors and Managers - A Conceptual Framework and a Case Study

Abstract

This report describes: a conceptual framework for viewing the stages of development of race relations and equal opportunity ('human relations') education and training programs; a model of the process wherein the personnel decisions made by individual supervisors and managers become reflected in the organization's EEO statistics; and an overview of the steps and procedures appropriate for use in the evaluation of program impacts. The second half of the report applies these three elements to the development of an evaluation plan for the Navy's Shore Equal Opportunity Program (SEOP).
