Abstract

This appendix presents background information, planning concepts and procedures, and, as an end product, a generalized plan for the development and management of the water and related land resources of the Ohio River Basin. The plan, comprised of a framework of broad-scaled water resource and related program elements, outlines the water and related land resource development requirements within the basin. It also accounts for general land use and management practices and water based or enhanced activities that may influence, benefit by, or be dependent on water resource development. Program elements of the framework plan were progressively formulated through integration of the various developmental opportunities and alternatives judged to best fulfill the needs of the basin. The plan demonstrates the extent to which the water and related land resources can meet present the future demands for water and water-oriented functions and services, the manner in which these demands can be met, the timing and magnitude of development required, and the cost that would be involved. Elements outlined herein form the basis for the Ohio River Basin development program summarized and discussed in the Main Report.
