Development of Water Resources in Appalachia. Report of the Secretary of the Army, Based on Studies Prepared by the Office of Appalachian Studies.

Abstract

This report is submitted in response to Section 206 of the Appalachian Regional Development Act of 1965. The report is based upon studies performed by the Office of Appalachian Studies, U.S. Army Corps of Engineers, under the supervision of Colonel John C. H. Lee, Jr. The studies by the Office of Appalachian Studies 1/ constitute a landmark effort in comprehensive water resources planning since they have provided the basis for the first Department of Army report in which (a) projects have been evaluated within the framework of multi-objective planning and (b) the planning and budgeting processes have been integrated by using the Department of Army's program budgeting system to formulate an early action program.
