Abstract
The purpose of this appendix is to present a framework plan and alternatives to serve as a guide for the management, use, and development of the Region's water and related land resources that most nearly satisfies projected local, regional, and national needs. This goal is achieved by defining objectives, estimating needs for goods and services, identifying means to satisfy needs, translating needs into resource requirements, evaluating resource capabilities, formulating alternative plans and estimating costs, evaluating problems and conflicts, and recommending a course of action.
