The Navy Acquisition Management Program Review Process.

Abstract

The purpose of this study project is to provide a comprehensive description of the management review process which the Navy program manager must surmount. The paper describes program reviews conducted by organizations external to the program office from the reviews held within the Systems Command to those held at the OSD level. The program review process is examined on the basis of a program's assigned Acquisition Category (ACAT) and consequent level of decision authority. The relationship between the Planning, Programming and Budgeting System (PPBS) and the acquisition management review process is described and the need for coordination between the two review processes is emphasized. In preparing the paper extensive personal interviews were carried out both with program managers and with executives involved in the management review process. The report concludes that while the review process is often burdensome and time consuming, it can provide the program manager with valuable personal contacts and an insight into the desires and needs of the decision makers.
