Comparative Studies of Organizational Factors in Military Maintenance

Abstract

This report describes a comparative analysis of organizational factors in maintenance. The analysis involves an investigation and comparison of U.S. military and U.S. civilian maintenance organizations, as well as Israeli military maintenance practices. The report includes: (1) an overview of the program, including a statement of the problem, background, objectives and technical approach; (2) the description and formalization of a model of incentives and organizational effectiveness, a review of the psychological literature concerning the effects of organizational factors on maintenance personnel productivity and satisfaction forms the foundation of the effectiveness model; and (3) the findings of a preliminary maintenance systems analysis, which compares U.S. military and U.S. civilian maintenance practices. The next phase of work will focus on developing and administering questionnaires and interviews for obtaining detailed comparisons of military and civilian maintenance practices. An analysis of Israeli military practices will also be completed in the next work phase.
