Guns and Butter or M16'S and SDR'S.

Abstract

The author addresses the new agenda of foreign policy issues relating to international trade and the international monetary system, raw materials, energy, and the food-population link. These functional issues are fitted into the conceptual framework of the First, Second, and Third Worlds, and are linked to more traditional national security concerns. The cornerstones of the international monetary system established at Bretton Woods have been knocked askew with the suspension of dollar/gold convertibility and the shift of major currencies to a regime of floating exchange rates. Also under attack is the General Agreement on Tariffs and Trade, with Third World nations demanding preferential treatment for their exports and a general debt moratorium. While the U.S. need not panic in the face of the raw material challenge thrown down by the Third World, we do need to negotiate on such issues as price supports for individual commodities, export earnings, and an international regime for exploiting the mineral wealth of the ocean seabeds. A more equitable and productive global economic system can come about only from negotiation, not confrontation. We should work towards new international arrangements which ensure access by industrialized countries to energy and raw materials and access by developing countries to markets at more stable and profitable prices.
