Integration of New Weapon Systems into Existing Ship Classes: An Orderly Approach

Abstract

This report was prepared as an attempt to gain an understanding of the overall ship modification procedure by which systems being developed and procured become integrated into existing classes of ships. A narrative discussion of the process is presented listing each step, of the development of the modification in chronological order. It was concluded that the established procedures are well constructed and sufficiently detailed for effective use. Identification of proposed alterations through submission of either a Proposed Military Improvement or a Proposed Technical Improvement, evaluation of these proposals by means of cost and feasibility studies, entry of approved alterations into the Amalgamated Military Improvement Plan/Technical Improvement Plan, development of Ship Alterations, and funding the alteration for accomplishment under the Fleet Modernization Program must all be parts of an integrated effort in order to optimize the interface between weapon system development and acquisition and the installation of new systems in fleet platforms. The total process takes in excess of three years but can be shortened by achieving as much detail as possible early in the processes. The report includes milestone charts showing the sequential steps in a normal and an accelerated process.
