The Program Manager and the Goldwatch Syndrome.

Abstract

This report describes some of the factors that tend to influence the final outcome of a program budget. The Program Manager must not only be aware of these factors but must be prepared to cope with them. One such factor that is becoming more critical to programs is called the Goldwatch Syndrome, that is the personal attention key members of higher Headquarters, OSD or even Congress give a program. As an introduction to this subject matter, the report begins with a short description of the history and mechanics of the Planning, Programming and Budgeting System. Included in this section is a discussion of the Air Force Program Objective Memorandum preparation. The final sections of the report then relate to the recognition of the influencing factors and developing options to cope with them. (Author)
